Desktop Backgrounds do not work!!

Alright,
The default picture of my dog shows up. But when I click on an empty spot on
my desktop and select properties and go to desktop the only things i can
click are "Customize Desktop...", "Color:" and the bottom "Ok" and "Cancel"
buttons. The word "background" is grey and I cant set any of the windows
backgrounds as my desktop background. I also can't click the "Browse" button
or select which postition I want it in. I also have tried to click a picture
I have taken and right click it and set it as my background..but it doesn't
work. I have tried :

It brought back my default of my dog but thats it!! Please if you can help
me that would save my life right now!!

1. Click Start - Run - type GPEDIT.MSC
2. Expand to
User Configuration
Administrative Templates
Control Panel
Display
3. Check the value of "Prevent Changging Wallpaper".
4. If it is set to "Not Configured" or "Enable" then double-click on it
change it "Disable"
5. Try changing your wallpaper again.

If that doesn't work or you have Windows XP Home edition then try:

1. Click Start - Run - type REGEDIT and press enter key.
2. Expand to:

HKEY_CURRENT_USER
Software
Microsoft
Windows
CurrentVersion
Policies
ActiveDesktop
3. On the right-side pane delete the entry "NoChangingWallpaper"
4. Close the registry and try changing your wallpaper.

I do have Windows XP, sorry i forgot to metion that. I did the REGEDIT steps
and i got to Active Desktop, but there was no "NoChangingWallpaper" entry.
All it has under Active Desktop is "(Default)","NoAddingComponents",
"NoCloseDragDropBands", "NoComponents", "NoDeletingComponents",
"NoEditingComponents", "NoHTMLWallPaper", and "NoMovingBands". I didn't know
what to do, so do you have any other suggestions? Do you think it's possible
to get rid of my problem? Please let me know and also thank you for taking
your time to try and help me.

bmp as wallpaper so if the value is 1 delete it or set to 0.

The value of "NoHTMLWallPaper" was set to 0. Everything I listed was set to
0 previously. The only one that doesn't have a set value is "(Default)". If
there is no solution for my problem is there anywhere I should call or get
help from? Or are there other things I can try to fix this problem?

I found it on some other forum.

A key in your registry is probably pointing to a deleted file refered to as
desktop.html

If you go into your regedit and follow this path: HKEY_CURRENT
USER/SOFTWARE/MICROSOFT/WINDOWS/CURRENTVERSION/POLICIES/SYSTEM

In there you may see a key that points to the C:\Windows\Web\desktop.html

If you see that key DELETE IT. Your virus software probably found this
hijack desktop viruz and deleted the infected file already. "

I don't see that either. The only contents under the system folder are:
"(Default)", "NoColorChoice", "NoDispAppearancePage", "NoDispCPL",
"NoDispScrSavPage", "NoDispSettingsPage", "NoSizeChoice" and
"NoVisualStyleChoice" and al the values are set to zero. Should i try and do
a search to find within the registy to try and find specific things? Thanks
for taking the time to try and help me! If you can't think of anything else
please let me know. Thanks.

Hope this help and please do not forget to restart your PC for changes to
take effect, after you modify the registry. Do it carefully and let us know!

It works!!Thank you so much!! Now I am able to do everything I used to be
able to do with the wallpaper!! Thank you so much; you have no idea how much
