Demoting a Domain Controller

When using dcpromo to demote a dc to member server, I get
the following error message:

The attempt to configure the machine account dc1 on the
server dc4 failed "Access is Denied"

I am logged onto dc1 with a Domain Admin account which is
a member of the Enterprise Manager group. We have 3 dc's
in a single domain.

Consider that when you demote a DC to a member server the
AD will be removed from that machine. You are logged on
with a domain account. That domain account will no longer
be valid for the logon when the AD is removed. Log onto
the machine as the local administrator and run DCPROMO to
demote the machine.

I get the same error messaged when logged on with a local
administrator account.
