Demoting orginal Domain Controller and I lose Access to Exchange 5.5 server in NT4 Domian

Originally, I had two domain controllers (DC1 & DC2, Windows 2000) in my forest of 4 sites and wanted to upgrade the two controllers to more reliable hardware. I built two more domain controllers (DC3 & DC4) and transferred all the AD roles to them from the original two. I then demoted the original secondary domain (DC2) with no issues. Now comes the problem. I demoted the original Primary Domain Controller (DC1) so now all that was available in my site were two new domain controllers. (DC3 & DC4). Everything works great with-in our forest except for authentication to the NT4 Exchange 5.5 server in our Head Office site
Question is, what happened? I quickly dcpromo the DC1 back to a Domain Controller, and access to the exchange server returned. For testing, I shut down the DC1 and again lose exchange 5.5 authentication
This shouldn’t be the case because my new Domain Controllers should be the role holders. There is no GC on DC1. DC3 is now the primary and has been for months.
Why can I not resolve this? The Head office I.T. guy hasn’t got a clue and I’ve been banging my head on this for months. Can anyone help?

Ensure you have a Global Catalog Server This role have to be set on one or
more Domain Controllers.

ensure the 1ch record (domain) in WINS has an entry for
the new domain controllers.

this is likely a WINS problem of some sort.

Its a record type. Look at the domain records in WINS, open them and there will be entries for the domain controllers. If I am off base, make sure that the NT server can see the wins server

NT does not really care about DNS or global catalogs. It worked before those things so focus on what has changed from an NT perspective. caveat, I am not an exchange expert so that could be creating a special circumstance
