Deleting Temporaray Internet Files

Hi, for some unknown reason, I now cannot delete files stored in C:\Documents
and Settings/Aministrator/Local Settings/Temporary Internet Files. Also,
clicking 'Properties' for this folder tells me I have 97MBs in 9,268 files in
15 folders, yet there is only about 1.05 MB of files present in the folder.
Double clicking any of these files opens Internet Explorer and tries to
access the internet. I've tried various suggestions found on the www on
deleting undeletable files, but had no success so far. This seems rather
odd.

What happens is that after a fresh installation of XP (both with sp1 and
sp2), I use Clean Sweep to automatically delete such files. But after about
a month, suddenly some files in Temporaray Internet Files will not delete.
Over the weeks it suddenly adds to this undeletable list, and so it goes on
and on. Symantec know about this problem but can do nothing as it is a
Microsoft issue.

Any ideas?

Thanks, I have spyware, but no help. I'll try deleting in safe mode - I'll
tried from DOS to no avail - DOS doesn't see any files to delete!
