deleting .dll files

I am trying to delete outscan.dll. Tried to do this in safe mode but was
unsuccessful. Please let me know what the secret is.

Hi,

No such file that I can find, are you sure you got the name right?

Try deleting it from this folder first:
C:\Windows\system32\dllcache
