Removing .dll Files

I have tried to remove outscan.dll in Safemode and can not delete it. How do
I get rid of this file?

I would go to "Files and Folders", find whatever program
is using this .dll and delete that. If doing that
creates problems, then use the System Restore to a time
before you've deleted it(like now).
