deleting a temp file

i all of a sudden got a file in my local settings/temp folder called -update.dat. when i try to delete it, it says it cannot dick is full or being used by another person. how can i delete it?

Boot in safe mode (F8) and delete it from there, or go to Start > Run
cleanmgr.exe and clean the temporal folders.
