Based on a discussion regarding a similar file:

http://verden.abcsok.no/index.html?q=how+to+find+a+malware+file+ROMFN&lr=

I'd say it is not unlikely you have an infested computer, thus may not the
temp folder be the only place which is affected. The computer should be
thoroughly scanned in accordance with advices given by articles:

Microsoft Security, "Malicious Software Removal Tool":

Elephant Boy Computers WEB site, "Removing Malware"

Given the problem file is not any kind of malware, would it be interesting
to know whether any program from Roxio, like a version of the Easy Media
Creator etc is - or may of greater interest - have been - installed. If that
is the case a discussion, "Odd file can't be deleted ~ROMFN_", may be helpful
to provide information and may be resolve the stubborn file problem:

http://www.dslreports.com/forum/r18657845-Odd-file-cant-be-deleted-ROMFN

Kindly note that I never have heard of this file before, just stumbled
across the discussion referred to and by no means can endorse what's said
there. As you see is the filename not unlike yours and the folder is more or
less the same.

I've spent some time searching the Roxio site:

http://www.roxio.com/enu/default.html

in general and - support pages in particular to find anything regarding the
~ROMFN_, with no luck. So, a verification of the origin of the file really
being a Roxio "something", would be if you have (or have had-) any program
from Roxio installed.

To delete the file as asked for in your original post, you might find the
CCleaner helpful, in case you unsuccsessfully have tried delete in Safe Mode
as well:
http://www.ccleaner.com/

Kindly report back in case you get a successful outcome (or not) with regard
to delete the file, as it has not been a lot of discussions on the issue, so
far.
