Deleted Account - Now problem to open file

Hi,

I have a problem where 1 of my user accidently delete 1 of his account in
his pc. Now, even he use administrator account, he cant even access the file
which is under deleted account folder. How can we recover from this ? Can I
recreate the old account to open the file ? really need your help. Thanks
