Delete Junk E-Mail upon entering

Outlook 2003
When I check the "Permanently delete suspected junk e-mail instead of moving
it to the Junk E-mail folder" box, my messages keep going to the Junk E-mail
folder.

Does anyone know if this is what is supposed to happen?

Any answers or conversation may help.

Do you have any other rules set up that might be causing this to happen?

I used to have rules for junk e-mail prior to Outlook 2003, but have deleted
those rules since.
 
After doing some research on this issue I have found that at least one user
had trouble with a McAfee program (presumably antivirus) conflicting with the
permanently delete function. You can see the thread here:

It also provides a workaround that may help you if you can't isolate the
problem.
