Delete "Built in" styles?

Is there a way to delete "built in" styles when creating a new template
within Word 2000?
For example: I want to delete Heading 6 but get an error message saying
"The built in style Heading 6 can't be deleted".

If you display "Styles in use" in Format | Style, you can "delete" all but
Normal and Headings 1-3, plus any headings that are "in use" (listed). In
fact, you can't actually delete any built-in styles; you merely restore them
to their default Normal.dot formatting. Unfortunately, this can't be done
with heading styles once they're "in use." But you can modify them as
desired.

No, you're stuck with them. About the best you can do is change their
format and repurpose them. In Word 2003 you can designate an approved
set of styles in a template and prevent users from applying any
others, but Word 2000 doesn't have that feature.

Prevent users from applying certain styles? What a dream come true.

I can't figure out how to do that. How can I make this happen?
