Delete a download of computer

A PROGRAM HAS BEEN DOWNLOADED ONTO MY COMPUTER AND IS
SHOWING ON THE MAIN WINDOW AS A PROGRAM LIKE INETRNET
EXPLORER, WINDOWS MEDIA PLAYER ETC. I HAVE TRIED TO
DELETE THE PROGRAM AND IT GOES TO THE RECYCLE BIN AND I
DELETE FROM THERE BUT WHEN THE COMPUTER IS TURNED OF AND
TURNED BACK ON AGAIN IT POPS BACK UP ON THE COMPUTER IN
THE MAIN WINDOW AGAIN.

CAN ANYONE HELP TO GET RID OF THIS FILE

Oh my, no virus checker, trojan checker, spy checker, and firewall but
plenty of caps.
