Please can anyone explain the delays in delivery? Typical header:

You'd have to ask ntl.com.

No, he would have to ask tcspuk.com since ntl.com can't receive the
e-mail until tcspuk.com actually connects to send it. Of course,
tcspuk.com may not have been the actual sending domain. The OP
decided to overly munge the headers, like taking out the IP address
for tcspuk.com (which presumably is NOT the sender's own SMTP server
but whatever ISP or e-mail provider they used). There was no reason
the OP had to hide the IP address of the mail hosts.

The sender's mail host got the mail at 12:02:34 but did not connect to
the receiving mail host until 15:09:14 (assuming the OP didn't play
around with the timezone offset). For some reason, tcspuk.com batched
up the outbound mail for 3 hours. Or maybe it couldn't reach ntl.com
(route not available). Or ntl.com was too busy or otherwise not
responsive and tcspuk.com had to retry sending the mail (in which
case, the sender probably got a warning mail telling of the retry).

The OP never mentioned if this was a one-time occurrence, if it only
occurs with this particular sending domain, or if the delay is
inherent in the vast majority of e-mails that he receives.

Often, the address postmaster@domain works.

If you are not their customer, it is highly likely that they will
ignore your request. They are focused on doing their job and helping
their own customers. They only care about their customers being able
to send mail, not for who receives it. Contact the sender and have
THEM contact their e-mail provider to report the long delay. But also
ask that sender if they ever got any notification e-mails saying that
their e-mail server tried and failed and will retry later.
