delay in mouse and when typing text

Hi,
I am not high-tech, so please bear with me. My computer is
having a delayed reaction? when I use my mouse or when I
type anything. It is like you type and it takes a couple
of seconds before you see anything appear in text. I use
windows me, and cable modem. Any ideas?
