Dektop Icon Lock Not Working

For some reason my ability to lock icons in place on my desktop has
stopped working. I can "solve" the problem with Easy Desktop Keeper,
but would certainly prefer to have the basic lock function under
"Arrange Icons By" working again.

I have tried downloading the two Win NT files that are said to fix
this problem: layout.reg and layout.dll. I copied layout.dll into the
windows directory I was told to and then ran layout.reg. However, the
latter file does not seem to add entries to the registry. Rather, it
just runs Notepad to show certain registry items.

To merge the contents of a .REG file, right-click the and choose "Merge".
Alternately, use the Command Prompt to run the following command directly:

Example:

regedit.exe <path:>\myfilename.reg

This applies the .REG file settings in your system.

Using the run command prompt starts to work but finally results in
multiple error messages: "Cannot import C:\Documents: Error opening
the file. There may be a disk or file system error."

To merge the contents of a .REG file, right-click the and choose "Merge".
Alternately, use the Command Prompt to run the following command directly:

This applies the .REG file settings in your system.

And the error is?

Paste the full command-line used. Have you enclosed the path within
double-quotes?
