defrag will not access c: drive

I have tried to defrag with XP and Norton with no success. I can defrag my
external drive with both, but not c: drive. Using XP defrag, I can analyze
c: but when trying to defrag, I get a window stating "files not movable"
"click list to see unmovable files". I click the list and there are no files
under "unmovable". When I try Norton speed disk, I get a message stating
"cannot access drive c:" "check to see if another application has c: drive
locked". Any help would be greatly appreciated.

I tried the first 2 methods using the command prompt with no success. Then I
went to windows explorer and could not find the windows\inf folder. XP defrag
did not work properly before I installed Norton. They both seem to work fine

I tried the inf file with no results.
The message I keep getting is on Analysis: "Analysis is complete. You should
defrag this volume" On Defrag (at 3% and around 40 seconds): "Defrag is
complete. Some files on this volume could not be defragmented. Please check
defragmentation report for a list of these files" When I check the report,
there are no files listed. When I run analysis again, I get same message to
defrag the volume.

To display Hidden files and folders...

Start | Settings | Control Panel | Folder Options | View tab
Check:
Display the contents of system folders
and
Show hidden files and folders
UNCheck:
Hide extensions for known file types
and
Hide protected operating system files (Recommended)
Click Apply | Click OK

When you uncheck: Hide protected operating system files,
you will get this message...

System and Hidden) in Windows Explorer.These files are required to start and
run Windows. Deleting or editing them can make your computer inoperable.Are
you sure you want to display these files?

Click YES.
