Defrag consolidate free space

I have run defrag from the command line, and from computer
management several times. The report says that the disk
has 5% fragmentation and 11% file fragmentation, and 35%
free space with 0% free space fragmentation. However when
I look at the graphic in the computer management defrag
the free space is broken up all over the drive. In
attempting to create a contiguous placeholder file in
preparation for converting the drive to NTFS, I'm
repeatedly told there is not enough free space. Is there
a way to cause defrag to consolidate the free space. Or
do I need to use a 3rd party app?

I've been using PerfectDisk to attempt to consolidate the
free space on my 80G drive. It's done pretty well. There
are several backup files that it seems to have trouble
moving/defragging. Even so, I'm up to (based on
PerfectDisk's report) 12.95G of contiguous free space.
Still, when using the command: [fsutil file createnew
c:\mftspace.txt 9316250000] in the command window, I'm
told there isn't enough free space. Even a dir command
shows 34G total free space. What am I missing?
