Defrag- Clean-up and system restore

"I have Win XP Pro v 2002 SP2. Over the past year the Defrag, clean-up and
system restore have stopped working. When I open system restore in the system
properties window, I get a window that says ( An exception occurred while
trying to run "C:\windows\system32\shell32.dll,control_rundll
"C:windows\system32\sysdm.cpl",system" ). I click the ok button and the
system properties window closes. If I try to use disk clean-up, it will start
but it will not finish calulating. Defrag starts defraging but never goes
past 1% compacting....even after over night.

For System Restore, a reinstall should fix this.
