Is there a settings on IE to block popups without downloading free popup
blocker from the internet (MSN, Yahoo, etc.)?

Yeah... it's called "Disable Active Scripting". ;-D At least set it to
prompt; but then you'll get a Windows dialogue box which will say "Scripts
are *usually* safe. Do you want to allow this script?" That will happen all
of the time (almost) because many pages use scripts for many reasons. Many
are fine, but just as many can be bad.

Otherwise, *NO*; IE does not have a pop-up blocker in the traditional sense
of the term.

If you have Windows XP then just wait a few weeks. There's a popup
blocker in IE in Service Pack II. This will be released in the next few
months...

That's very comforting, but a couple of months - aside from the fact that
Pop ups having been a nuisance for years now - worth of of pop-ups would
drive me absolutely nuts!

And, If you read this M P, then do yourself a favor and go outside and do
something else for the next few months 'til SP-2 emerges. Otherwise, Disable
(or prompt) Active Scripting. OR, install the Google toolbar for the time
being. Just don't use any of the advanced features that are offered... *too
nosy* for my liking. But the little search box, and pop-up blocker are well
worth the cost of *zero* dollars. In fact, it would even be worth paying for
those two alone. (Don't mention that I said that; Google may get ideas. <G>)

As LuckyStrike said, IE has no default pop-up blocker. However, there is a
program that you can use with IE that provides protection from the pop-ups
and more. I use it with my IE too, and it works great. It's lightweight,
works well, and it is FREE.
