Is there a settings on IE to block popups without downloading free
popup blocker from the internet (MSN, Yahoo, etc.)?

As LuckyStrike said, IE has no default pop-up blocker. However, there is a
program that you can use with IE that provides protection from the pop-ups
and more. I use it with my IE too, and it works great. It's lightweight,
works well, and it is FREE.
