December Update causing system problems

My PC got the December "software distribution" this morning. Upon trying to
use my PC after the restart, I got a debug error message referencing
"cli.exe" (I think that was the name). Debugging wouldn't work.

I tried to run my antivirus (McAfee) update. That wouldn't work.

I tried to run disk defrag. You guessed it--wouldn't work.

I tried to run a game--no workee.

I tried to run a couple of other games. They worked fine.

Any ideas?

well, cli.exe is a part of ATI's Catalyst Control Center, which is a .NET
application. if that helps... ;-)

I generally recommend to people that they not use the CCC version of the
ati drivers, but use the Control Panel version instead; it's not a .NET
app, and works just as well, but not as pretty (and it's much smaller).

if your problem persists you may need to reinstall the drivers.
unfortuately this can also be a real bear, since you often need to
COMPETELY remove all traces of the old drivers before installing new ones.
ati has a removal tool that helps here. the entire process can be
annoying, it involves several reboots and the screen/desktop gets pretty
messy until you finish the process - be patient and follow the
instructions (at rage3d) carefully.

Yes. I've tried to restore to the day before, as well as several days before.

I've seen some posts that point to the possibility my ATI Catalyst drivers
are causing a problem. I'll uninstall/reinstall and see what happens.
 
I will certainly try this out. I've uninstalled/dl'd updated
drivers/reinstalled, ad nauseum with no luck...still getting the cli.exe
error. Hopefully, what you've provided below will help.
