DCPROMO for Child Domain DC.

I have a Win 2003 domain and just add another Win 2003 in the same domain as
member server. I have no problem to add the new server into the domain, but
got error while I did DCPROMO on the new added server. What I want to do is
promote the new server as the DC for a new child domain. I passed the Network
Credentials page and got error in the Child Domain Installation page. The
error is "An Active Directory Domain Controller for the parent domain could
not be contacted".
I have a DNS in the parent domain DC and I can ping that DC by using either
IP or machine name. Any suggestion? Thanks!

Are they on the same subnet? I have seen a problem when trying to contact
the DC across switches. (the switch blocks the broadcast traffic).
