DBX Files

Your old contacts are stored in your <username>.WAB file on your old
computer. DBX files contain EML files which would each have the contact
information only for the sender of that individual message. Find your old
WAB file on the XP computer and export its contacts as a CSV file which can
be imported into your Contacts folder in Vista.

I have just purchased a new computer with Windows Vista, which uses Windows
E-Mail. I had many names and addresses around the world on my old computer
in Outlook Express and my Palm software. I did retrieve this information
from my old computer's hard drive, however, when I try to access this
information now it comes out as gibberish because it's a DBX file. If there
is a way to access this information can anyone advise what the simplest way
would be. Appreciate any support that's available.

I wasn't successful even after following the instructions, I copied the dbx
files from OE to a user's Documents\OEmail including folders.dbx, ensuring
that the "Read only' attribute is unchecked. When going to Windows Mail,
File/Import and Export, I had to select "Import from another program or
files" then select Outlook Express 6, the pop up says "No internet account
were found to import" instead of asking me to choose to import from a
directory. Then e-mail was sent o my Inbox with another set of instructions.

It sounds like you are trying to Import into Outlook, not Windows Mail.

WM has File - Import - Messages... - Microsoft Outlook Express 6
(.) Import mail from an OE6 store directory
ok
etc.

Did you choose Messages or Account Settings.
