Data base advice - use a software or try to build one

So... I want to build a data base that will help me share some data with a few friends and that we would be able to work on it in the same time + it'll have some PHP functions that my friend can add.

Basically we need a few tables generated from one data source, and add the functions to each table.

I didn't characterize it completely yet, but from your experience - please help me with the following:
1) Would it be possible to build such a thing on my own (assuming my SQL knowledge is very basic)?
2) How much do you think it could take (setting up a data base, building a few tables, and the option to be able to edit these tables from a couple of computers in the same time)
3) Do you have any recommendations maybe for an existing software (such as this one for example)?
