customizing toolbars

I have attempted to re-arrange the tool bars; dragging
the address window to the right of the the standard
toolbar window thus leaving the next row open for my
links bar. I then lock toolbars which holds until I close
down and reboot; which defaults out of the style I
attempted to lock? This worked fine in 98; what am I
doing wrong?

I had same problem for few weeks and finally it stayed
where set. I have file<-->help then address box then
back button only. Below this is 17 Links folders.
No google toolbar because it is one of the links (plus
all the other google stuff under one link)

thanks; you have moved the address up a line; I will try that

I only use the 'back' button because some sites set
themselves as top in the history. When I press the
backspace key same site stays. Then have to use the
small triangle next to 'back' to get the mini-history to
go back. this happens about 1 in 50 sites.

All other 'customize' toolbar buttons can be done using
keyboard.
