Quicklaunch Toolbar and Toolbar locking

I am used to being able to drag shortcuts to the toolbar but my new Pc with
Windows XP professional doesn't allow more than 3 icons to be placed there.
Also I am unable to lock and unlock the toolbar when I right click on it
that option is greyed out. Any suggestions?

Which toolbar are You talking about, QuickLaunch ?

Yes it does. If you add more than three, you have to scroll it to the
right with the >> to see the latter ones. But the Quick Launch bar is
resizable, and you can drag its right end to the right to permit more
than three to be seen at once.

There is a Group Policy that can be set to disable the lock/unlock
function.
In Start/Run, type gpedit.msc and click OK - this opens the Group
Policy editor. Navigate to User Configuration, Administative Templates,
Start Menu and Taskbar. In these policies, there is an option to lock
the taskbar. Normally this is set to Not configured, but can be
activated if the computer is on a corporate network, or as part of a
normal setup from an OEM manufacturer.
