Whenever we dial in to our ISP, when the connection
is made, WinXP (SP2) displays a large "thought
balloon" near the notification area, that won't go
away unless we click OK.

Is there some way to disable this "feature?"

Use TweakUI to disable balloon tips.
TweakUI v2.10 for Windows XP SP1/XP MCE/2003 [147 KB].

-or-

Manually edit the registry and assign "EnableBalloonTips" a value data of 0.
The "EnableBalloonTips" value may not exist by default.
