Custom Security levels

IE 6 SP2 - The only security level I can get is MEDIUM. When I select any
other security level, it never changes from medium, using the pull-down menu
after making any changes, or using the slide bar in advanced. In addition I
have problems with Java, even MS sites reporting that it's not enabled, yet
when I check the settings, all Java settings are enabled.

Is this the same problem or 2 problems, and what are the solution(s).

Medium is the lowest level possible for Internet zone in SP2 but you can
