XP Service Pack 2 - Can't change security settings

After instaling XP Service Pack 2 on my home computer, IE no longer lets me
modify security settings for the Internet Zone.

In Tools/Internet Options - Security Tab, I tried the following:

a) I click on Default Level and then move the slider to Medium-Low. I get a
warning suggesting that this is a bad idea and IE forces it back to Medium;
it will not let me override.

b) I click on 'Custom Level' and in that dialog I choose "Medium-Low" from
the pull-down menu and click 'Reset'. It seems to take but when I come back
there it still says Medium.

c) I go to custom level and do various radio buttons. This seems to work,
but...

I have set all the active content options to either enable or prompt. But
for at least one web page I am still getting the message:

'To help protect your security, IE has restricted this file from showing
active content that could access your computer. Click here for options...'

I appreciate Microsoft's concerns about security, but how do I get control
back?

The minimum level for the Internet Security zone is set in the registry to
"medium" with SP2 installed. This is a new security measure and a default
setting. If you want to lower this value, you can edit the registry (to use
the slider bar option, but I don't recommend this option)

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\3

"MinLevel"=dword:00010500 (which is medium-low)

OR you can simply choose the custom button (recommended), then choose the
zone level ( the bottom of the dialog) you want to reset to the Internet Zone
to and then click the reset button, and finally the OK button.

does not work for me. I set it to medium-low, click 'ok' but it still
persists in the medium state.

This is most likely becuase you didn't click the reset button as I suggested
earlier:

I have clicked it at least 20 times...I'm looking for suggestions as to why
my computer is acting strangely; I know how to operate it.

Is the page you are trying to run resident on your local hard drive or
on a CD? If so, do the following:

1) In IE, Choose Internet Options - Advanced
2) Scroll down to the Security Heading
3) Check the options labeled: Allow active content to run in files on
my computer & Allow active content from CDs to run on my computer
4) Restart Internet Explorer for the changes to take effect
