Ctl mutes all volume

Can't find this on archived infromation so asking here.
My ctl key mutes all sounds coming from my speakers, when clikced thes
econd time it turns it on so effectively becoming an off on key!
Blinking awkward when listening to music media and trying to use Corel,
Pagemaker or keying i html.
Any ideas to deselectt ctl/mute?

have tried looking at the keyboard language, you might have it on a different
setting so ctrl is mute. However this is quite strange
