Creating a new file

I am trying to create a new file, but all i can do is create a new folder, can anyone help me, surley this has to be a simple question for someone

Right-click on the desktop, choose create new --> your choice of the
files available in your menu.
If what you want doesn't appear there, then create it with the
corresponding program.
