creating a composite image?

I am trying to create a composite image from several photos. Do I have to
size each of the constituent photos to specific final sizes before inserting
them into the new composite or is there a way to paste them into the
composite and change their individual sizes to fit the image I am creating?

To keep file size low its always best to resize before inserting.

Use insert > picture > from file to insert pics. If you go to format >
picture > size tab you can accurately resize if you need to or just select
and drag the handles.

Well, be specific. If you want rectangular photos, you can do that in
Powerpoint, just place the photos where you want them, and scale them to
the size you want. Anything else of a more creative nature, needs to be
done in Photoshop etc. before placing it into Powerpoint.
