Creating a Calendar in Exchange 5.5 Public Folders...Rights error.

OK this is maddening because it should be so simple. I am trying to create
a Calendar in the root of All Public Folders. I click File/New/Folder,
select All Public Folders, type the name and select Appointment Items as the
"contains" type and it errors with:

Unable to create the folder. You do not have sufficient permission to
perform this operation on this object. See the folder contact or your system
administrator.

This is Exchange 5.5. I am logged onto NT4 as the Administrator account and
I am logged into Outlook using the e-mail account associated with the
Administrator account. When I right-click All Public Folders and go into
Properties, Summary tab, it shows no folder contacts and my role as Custom
with only Read items, Create subfolders, Folder Visible checked and Edit
Items and Delete Items are set to Own. I realize that this is my problem, I
do not have rights to create items under All Public Folders. But my problem
is that I can't for the life of me figure out how to change the permissions
on All Public Folders in order to grant myself rights.

Any Ideas??

I knew this was simple but somehow I managed to overlook it for an hour
yesterday, guess I'll chalk it up into a "late-in-the-day thing."

Anyone else looking for the answer should go into Microsoft Exchange
Administrator, expand the site and click on Configuration. On the right side
fo the screen, click on Information Store Site Configuration. Then click on
File/Properties and choose the Top Level Folder Creation Tab. Add anyone
necessary to the "Allowed to create" list.
