create rules "The operation failed. An object could not be found"

I'm getting the following error when trying to create rules and alerts.
"The operation failed. An object could not be found"

How to resolve the issue?

i believe there is no solution to this problem..
this is unfortunate as i have the same issue.

start outlook once with the /cleanrules command line switch.
this worked for me..
