Error: Operation Failed An Object could not be found

Got a Outlook 2003 / Exchange 2003 problem. A user had me restore his inbox
because he mistakenly setup a POP3 account that emptied his mailbox (a
different story!). The retore worked well and the user got all of his inbox
messages back. However, now within Outlook if you attempt to go to Tools,
Rules and Alerts...the following error pops up

The operation failed. An object could not be found.

Have tried on 3 different computers and all get the same result. Have tried
deleting the Outlook profile and recreating, but that did not help. Have
tried various Outlook startup switches like /cleanrules and
/cleanserverrules, but that did not help. Have tried turning off all the
Add-In Manager items and COM Add-Ins, but that did not help.

Also not able to use the Out of Office Assistant within Outlook...get
message Your AutoReply message could not be displayed. The client operation
failed.

Not able to get to the rules to add, delete, or modify.

Any ideas on how to fix?
