create an association

dear all
every time i try to open an file or folder i get this message:this file
does not have a program associated with it for performing this action,
create an association in the folder options control panel.
ive looked in control panel but i cant seem to find the options,its
stopping me from doing everything on my computer except logging onto
the internet,i cant open any programs or download anything.
