no program association

when i click the start menu, then settings then click control panel, I get a
message saying- "this file does not have a program associated with it for
performing this action. Create an association in the folder options control
panel". how do i do this? tia

I have gotten an email as an attachment that when I want to view it, I get
the same message, no association. How do I also do this?.
