create a custom action for a rule in Outlook 2003

I would like to create a cutom action in a rule whereby a reply is
automatically sent to a correspondenct when I'm out of the office. Is this
possible or does one need to have an exchange server ?

In any case how does one create a custom action, I have no options when I
get the dialogue box up, just a blank line
