How do I create a custom action rule in Outlook?

I am trying to have my sent messages moved from our exchange server to my
personal folder, without leaving a copy on the server. I have reviewed all
the existing rules (after sending a message), and the only action coming
close to this is the one that says "move a copy to the specified folder". But
this will leave a copy on the server.

I recently noticed a choice called "perform a custom action." However, when
I select this option, I see a window that offers me to select a custom action
from a list that contains no entries. I assume that I should create the
custom action first and then choose it. But there is no clue as to how to
create such a custom action.

Any ideas?

Custom actions are separate programs. You generally have to buy or build
them with C++ or Delphi. They don't come with Outlook. See
http://www.slipstick.com/addins/custom.htm

What you want to do would require VBA code or a COM add-in. It can't be done
with a rule.

I presume you have a good reason for having a Personal Folders .pst file in
the same profile as your Exchange mailbox? I can't think of any.
