Crash recovery

My system crashed and when I restart I have no start button, the taskbar is
mostly blank (shows some icons at far right) only access programs on desktop
most will not open, control alt delete will not open. Is there a way to
access the conrol panel from the desktop? When I reboot it doesn't have the
option of safe boot.

when you reboot,

hold down the f8 key.

then if you can get into
safe mode, initiate a restore
point.
