cpu usage

Press Ctrl+Alt+Del - click the Processes tab - click the top of the CPU
column twice so it is sorted by which items are taking the most CPU cycles.
Tell us which one or two top the list for you.
 
Which process is using the CPU? (See 'Processes' tab in
Task Manager).
