but the CPU usage are always kept 100%
Then I press alt Ctrl Del........
I discovered that a process called spoolsv.exe hold all the resources
and after I 've ended its process.......
CPU usage drop to normal

If you have not installed SP2, install it.
Also, visit the support web site of the
manufacturer of your printer and download
the latest drivers designed for Windows XP.
Make sure to uninstall the old printer software
before installing the new software.

That's to do with your printer. Try uninstalling the printer and then
reinstall after a reboot.

For what it's worth, I have seen a program called SignLab cause this problem
with its spooler. No actual printer/plotter needed to be installed, just
having the spooler running did it. Re-installing didn't help. Any users had
to contact the program vendor directly. Not sure if it was resolved.
