Could not Lock file

I have a user recieving a could not lock file error when trying to open a MS
access file. Any one have any ideas what may have caused this? Other people
in the users aera are recieving this error as well. Any help would be
greatly appreciated.

Users must have COMPLETE - read, write, create, and delete - Windows
privileges on the folder containing the database (in order to create
and delete the .ldb lock file). Check their permissions on this
folder!
