Corrupt navigational link bars

I am running Windows xp and Front Page 2000. My root web navigational link
bars on each page now have a red X in each one and do not function. I have
deleted my root web, re installed Front Page, published from the server
based web and still the problem exists. The server based web is running
properly with all navigation link bars appearing as they should and
functioning.

Tools > Options > authoring tab.
Set the dropdowns to custom.
