I am trying to set up an e-mail address and when I hit
the enter button it tells me to enable cookies, however
both dell support and aol support cannot help me they say
it is a microsoft problem. can u help me?

I assume this is for web based email - you certainly don't need cookies for
things like Outlook/.

You can enable cookies through your internet browser.
