One of two causes here you set up your security on the Browser to High which
block cookies or your Norton Firewall set to block all cookies.
For IE? which you failed to mention the Version do the following:
1= Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.
Click on Security and make sure the Security set to medium High.
Then click Privacy Tab and click Sites be sure the cookies not blocked there.

Norton open the Norton Control panel and click Firewall and see the settings
there for web application and the Internet and adjust to suite your needs.
HTH.
Let us know.

Does this behaviour occur with all Sites?.
Try to open the Hosts file and See if there are any of these sites blocked
there, to access the hosts file do this:
Open windows explorer and locate this path;
C:\Windows\System32\drivers\etc = look in the right pane/window and locate
the Hosts file and open with Notepad, if there are any reference to any of
the websites you can't access remove them and click File then Save to close
the Hosts file and reboot the machine.
your Hosts file will looks like this:
# 102.54.94.97 rhino.acme.com # Source server
# 38.25.63.10 x.acme.com # Client Host
127.0.0.1 LocalHost
------------------------------------------
Remove all other References other than those above.
Do you have a Modem or a router?, Turn It OFF for about 40 Seconds or so and
also the Computer then Power ON the Modem/Router then the Computer, does this
help?.
