Allowing cookies

I bought a pc which had Windows XP Home Edition on it.
When I first got it, I blocked all cookies.
I am now trying to lower the cookie authority level from totally blocked to
accepting some cookies(medium).
When I click 'Apply', it sits there forever and never applies it.
Any suggestions??

Try allowing all cookies, then make your adjustments, any change..?

I tried to allow all cookies but it doesn't appear to allow any change to
the cookie level.
Does anyone have any experience with this or any other suggestions?
