Privacy setting keeps changing to accept cookies.

I am running XP Home, SP1 - Norton 2007 Anti Virus, MacAfee firewall, Spybot
search. No sign of spyware, virus, etc. etc.

Everytime I open IE6, the Privacy setting has changed back to allow all
cookies. I have to manually reset to Medium or Medium high. When I close &
repopen IE, it is back to accepting all cookies again.

The default was set at medium/ I tried using advanced setting to block or
prompt and I also tried importing custom Privacy preferences - but I still
lose the setting when I close.

The first thing you need to do is update to SP2 and
plug all those other gaping exposures you have.
You also need to run at least two other spyware
programs; no single program can find them all and each
excels in their own area. Add Adaware and maybe
Spyblaster, Windows Defender, SpywareGuard, whatever
you like hat you know to be reliable.
Have you checked for updates to your norton,
firewall and spybot within the last 48hrs? If not, you
really need to do so.
You may well still have spyware installed.
