cookies?

Help!
When I went to a site, I was told "cookies" were not enabled on my computer.

I was told to
Select "Tools | Internet Options..." from the main menu.
Change to the "Security" tab
Click "Custom Level..."
Scroll down to the "Cookies" section.
To enable: Set "Allow cookie that are stored on your computer" to "Enable"
Set "Allow per-session cookies" to "Enable"

my problems is there is no "cookies" section when I scroll down..

What is the problem and how do I enable cookies another way?

In XP, it is not the Security tab, it's the Privacy tab.
