If I go to Documents and Settings>My Name>Cookies and and try and open the
Index.dat file, a message tells me that this is in use by another
application and cannot be accessed.

Which other application would be using this when I am working offline?

Windows itself. The file is held open during a Windows session,
therefore you cannot access, move or delete it.

Thanks, Thorsten. Seems deleting Index.dat contents is only possible from
the Safe Mode Command Prompt. Didn't have this problem in Win98.
