I've just found this xx@~~local~~[2].txt in the cookies folder.

Seen them before. Where do they come from?

Cookies are "Flat Text" files. Usually, if you type them to screen or
edit with notepad you'll see the URL embedded in them that placed
the Cookie.

Using "Open" on a Cookie will trigger a security warning.

I know what cookies are and i frequently go into the cookies folder
looking for candidates for the 'Privacy/sites' list.

I assume that Windows puts these 'local' cookies in the cookies
folder, but i don't know under what conditions.

Does Windows put these 'local' cookies into the cookies folder?

Why are these 'local' cookies put in the cookies folder?

Unable to say, For my use I set IE to prompt for 1st Party Cookie
placement and "Block" all 3rd-Party cookies. Breaks a few sites but
I don't want cookies placed from unaffiliated sites. Over time with a
prompt I can selectively choose which cookies to allow.
